The Center for Educational Documentation was established by Solveig M. Turner in 1976 at Northeastern University following compilation of the 10-volume International Encyclopedia of Higher Education (Jossey-Bass Publishers, 1976). The Center became an independent agency in 1986. It maintains membership in major organizations concerned with credentials evaluation, including NAFSA: Association of International Education; National Association of Graduate Admissions Professionals (NAGAP); the New England Transfer Association (NETA); the Comparative and International Education Society; the European Association of International Education (EAIE); and AMIDEAST: America-Mideast Educational and Training Services, Inc.
Most applicants are referred to the Center for Educational Documentation by agencies or institutions. When this is not the case, applicants are advised to check with the agency or institution to which they intend to submit the report to make certain that the report will be recognized.
